You do not have to act out the mating IC to post here, but you must have an IC agreement/etc before the application will be processed.
To apply for cubs, you need to use this form in your own thread:

[b]Your characters breed:[/b]
[b]Your characters age:[/b]
[b]Image:[/b]
[b]Partners Name:[/b]
[b]Partners Breed:[/b]
[b]Partners age:[/b]
[b]Partners Image:[/b]
The stork will then read through the form, and post the stats on your cubs. Please be aware that not all matings are successful, and so you may not receive cubs.
